A brilliant man whose gifts went unrecognized and unadvocated for. He never had someone who understood the systems working against him. He never had a defender in the room. The CHAD Project exists because Robert didn't — and because no child should carry that story forward.
The CHAD Project provides IEP advocacy and educational consultation to families in Coatesville and Chester County — with a commitment to serve any community where the need exists. We center families navigating a special education system that was not built with their children in mind.
Founded by Elgin Bailey — Special Education Teacher, Curriculum Chair, and 20+ year veteran of youth-serving systems including juvenile detention, behavioral health, and alternative education. He knows how these systems work. And he knows how to make them work for your child.
