Founded in memory of
Robert Chadwick Ray

A brilliant man whose gifts went unrecognized and unadvocated for. He never had someone who understood the systems working against him. He never had a defender in the room. The CHAD Project exists because Robert didn't — and because no child should carry that story forward.

Children Have
A Defender.

The CHAD Project provides IEP advocacy and educational consultation to families in Coatesville and Chester County — with a commitment to serve any community where the need exists. We center families navigating a special education system that was not built with their children in mind.

Founded by Elgin Bailey — Special Education Teacher, Curriculum Chair, and 20+ year veteran of youth-serving systems including juvenile detention, behavioral health, and alternative education. He knows how these systems work. And he knows how to make them work for your child.

Our Services

We meet families where they are. Every service is designed to give you knowledge, strategy, and a defender in your corner.

01
IEP Document Review & Coaching

We review your child's IEP line by line — what it means, what's missing, and what to push for. You walk away understanding every word on that document.

02
Rights & Strategy Consultation

Know what you can request, what you can challenge, and what the school is legally required to provide. You have more power in that room than you think.

03
Meeting Accompaniment

You don't have to walk into that room alone. We attend IEP meetings with you — in person or virtually — as a knowledgeable advocate in your corner.

04
Educational Consultation

Broader support for 504 plans, discipline issues, school transitions, and academic concerns. We help you navigate the full picture — not just the IEP.

We Get to Work

The CHAD Project operates on a contribution model. Give what you can — no minimum, no maximum, no questions asked. No family will ever be turned away because of what they cannot afford.

Our Values

Dignity

Every family we serve is treated with the respect the system too often denies them. We show up with care, not charity.

Honesty

We tell the truth. About what's in the document. About what's happening in the room. About how these systems were built to exclude.

Justice

The educational failure of children in marginalized communities is not accidental. It is structural. We show up accordingly.

Community

Rooted in Coatesville. Present wherever families need us. We actively build solidarity across advocates who share this belief.

Empowerment

We build families' capacity to advocate long after we leave the room. The goal is power returned to the people who always should have had it.

Accessibility

No family is turned away because of what they cannot afford. That will never be a barrier here.

You Don't Have to Walk In Alone.

Reach out and we will respond within 24 hours. No judgment. No pressure. Just someone who knows how this system works and is ready to stand with you.
